Here's a screenshot of the current frontend behavior when the `wp-content`
directory is missing:

More specifically, a "ERROR: The themes directory is either empty or
doesn’t exist. Please check your installation." message is disabled.
This behavior seems sufficient to me. Given the age of the ticket, it
doesn't seem like this is a necessary problem to solve.
