 Some people have interpreted what I said as changing search results,
 that's specifically **not** what I meant.

 This is also not about allowing plugins to do anything. I want to solve
 this for all plugins, in core, and would prefer to remove the filters on
 this page after that.

 The user flow here is:

 - You want to do something on your site.
 - You think none of your plugins do it, or you didn't even think about
 that, so you start searching for a new plugin.
 - You see that a plugin you have already does this, so you use that.

 OR:

 - You want to do something.
 - You know one of your plugins does this, but don’t want to use that.
 - You ignore the section with the ones you have installed and go to the
 other section.

 Both are valid use cases, both are badly served by the current way of
 showing results. What that **looks** like is what we're discussing here,
 in my mind.
