Comment (by dd32):

 [attachment:"39309-tests.diff"] is a first-stab at some PHPunit-based
 tests.

 They're not at all full coverage, and while I don't think they represent
 real-life cases, they cover some of the functionality of the innards of
 upgrades.

 #43395 is related, and I'll pop a comment over there for completeness.
