 With the introduction of Site Health to core under the Tools menu a card
 and help info should be added to the Tools page to link/introduce the new
 Site Health section.

 Currently the Tools only has the 'Categories and Tags Converter' as an
 example, but #43854 should introduce the Privacy tools to the page as
 well.
