 {{{login_footer()}}}.
 - Adds missing description for the functions {{{wp_shake_js()}}} and
 {{{wp_login_viewport_meta()}}}.
 - Adds missing full-stops for inline comments.
 - Capitalizes inline comments.
 - Capitalizes https and ssl in inline comments.
