Comment:

 The new function `wp_get_scheduled_event()` to be shipped in WordPress 5.0
 also fails to include the check in `wp_clear_scheduled_hook()`.

 I'm still digging into this ticket but if it's to be fixed, the existing
 patch will need to be refreshed beforehand. I've marked it as such but I
 can figure out the goal from the existing patch so a refresh can wait
 until a milestone is added.

 My current leaning is toward consistency within the API.
