Comment:

 [attachment:"45151.2.diff"] adds updates to the Privacy Policy default
 content function to output both a block editor formatted string and
 regular HTML formatted string.

 It's a bit of a rewrite for the `get_default_content()` function, so open
 to other suggestions. Short of a rewrite, there would have been a lot more
 conditional statements and repetition added.
