Comment (by herregroen):

 Added a patch that moves loading the translations to `l10n.php` as
 suggested, first checks if the handle filename exists to avoid calculating
 the relative path and changes the relative path calculation somewhat to
 account for differing URL protocols and relative URLs.

 This also expects the translations to be in JED format. #Meta3876 has been
 updated accordingly.
