 @adamsilverstein: Do you want the `rest-api` nonce to be put into core as
 is? I saw you were reviewing
 [https://github.com/WordPress/gutenberg/issues/9260 a bug in the nonce
 refreshing]. I was originally unsure about it being in the top level of
 `$response`, but I'm not really fussed.
