Comment:

 There are currently no tests for this function in the plugin.

 This
 [https://github.com/WordPress/gutenberg/blob/8f205dc94e28c533b92c2f6713dbe4f4c7b309d5/lib
 /client-assets.php#L1378 function is called once] in `lib/client-
 assets.php`.

 I believe the new, correct implementation when merging to core would be
 `wp_get_jed_locale_data( 'default' )`, as the `gutenberg` text domain will
 no longer exist.
