 This is a follow-up to #44467, to bring the same improvements to the site
 meta wrapper functions that will be part of the 5.1 release.

 All additional code that is part of the `*_site_meta()` functions should
 instead be hooked into the relevant action or filter that is part of the
 actual Meta API.
