 Interesting idea. But if we only do this, then we may attract a lot of
 spam and low quality contributions. I'd prefer a "Not yet translated to
 xxx – Want to help with the translation?" But link to a page that is set
 via the translation for the locale, but as default points to
 https://translate.wordpress.org/

 For my locale, I'd then link it to style-guide and getting started... So,
 instead of throwing the user right into unknown territory, I'll first hand
 him/her some tools and knowledge. And I'd get better quality submissions
 from start.
