We're having a problem with dismissible and non-dismissible "legacy"
notices overlaying the block editor.
This was initially [https://github.com/WordPress/gutenberg/issues/6340
reported] on the Gutenberg repo in April and never adequately addressed.
It was reported again [https://github.com/WordPress/gutenberg/issues/7276
here], and again a few hours ago
[https://github.com/WordPress/gutenberg/issues/12243 here].
A recent [https://wordpress.slack.com/archives/C02QB2JS7/p1541519233726300
discussion] in #core-editor covered a few ideas – including the
introduction of a new function (which can't happen this late) – though it
yielded no action items.
In an ideal world, all of these notices would be dismissible, but in
reality, this is often not the case. Either way, overlaying the editor
with notices in this way does not meet the level of back-compat-effort our
users are accustomed to. It looks broken, and at the very least makes the
top part of the editor unusable.
We need to fix this for 5.0.
