 recreate this, but I'm seeing things a little differently:

 Tested on MacOS 10.14.1, using:
 - Safari 12.0.1
 - Chrome 70.0.3538.102
 - Firefox 63.0.3

 Looks the same on both 5.0-beta5-43909, and 4.9.8 running Gutenberg 4.5.1
