 In the interest of keeping things unblocked in 5.0, I've committed r43921.

 Thank you, everyone, for the thorough discussion that made pushing this
 change so easy, and especially @JoshuaWold for the fast iteration on the
 flows.

 I'm not sure what kind of room we have in 5.0 to iterate on this, but at
 least we still have the work in Classic Editor ahead of us.
