 It is possible via the `privacy_policy_url` filter; that's actually the
 primary use case for why it was added. There isn't a UI for that, though.

 I'm leaning towards thinking this is plugin territory as well; what % of
 users are going to want to do that? And of that %, how many aren't already
 comfortable with using filters?
