 In my opinion, this is not a good use of the pointer UI element for the
 following reasons:

 * As noted above, `z-index` clashes make this an unreliable way to greet
 users after an update
 * The pointer protrudes, but the admin-menu is concave - together, it's an
 odd look
 * The overlapping arrows are not pixel-perfect - the pointer is about 2px
 too high
 * The pointer has 3 headings and only 2 paragraphs
 * The `Settings > Privacy` breadcrumb gets cut-off due to the limited
 pointer width - confusing at a glance, and because pointers really are
 supposed to be glanceable UI elements, I think it's failed here
