 Welcome to Trac and thanks for the ticket!

 I tried on a fresh WordPress 4.9.5 install but could not reproduce the
 issue.

 Please try with a fresh WordPress install with no additional / 3rd party
 plugins activated. If you have some of them activated already, I would
 suggest you first deactivate all of them and test again.
