Blocking the whole script may limit the sites functionality.
That is exactly why we need a framework for signaling the consent state.
If the script is being assembled in PHP, the plugin developer could make
construct the script so that it works, even if tracking is not wanted.
You're right, tracking may come in other forms than cookies, such as HTML5
Local Storage, Flash Local Shared Object, Silverlight Isolated Storage,
IndexedDB, ultrasound beacons (yes, some use ultrasound for tracking),
pixel tags etc.
