 Yes part of #44022 was wondering why they need the blog website to send a
 list of WordPress events local to the webmaster, but what that aside to
 the issue that the function provided has nothing to do with the functional
 operation of core, so it should be a plugin that can be turned off by
 those who don't want their location sent, whether or not it is being
 tracked.
