Apart from what @idea15 mentioned on comment:11 above, I think I see the
difference that @danieliser tries to make.
For a visual example we currently do this on either the postbox that
gathers the incoming texts from plugins or the page that is suggested:

Now @danieliser suggestion goes this way:

`Visually` it might be better to split it up `but in the long run` I see
people just copy pasting everything and not even care with the divide by
heading way.
So as a personal opinion I'll say it again that yes it makes it harder to
manage your policy as is at the moment, but it makes it also harder in the
good way that you HAVE to read and re-read everything so you completely
understand what you're about to write, and imho that's better than a
robot-way of copy/paste things that are already split up and ready for you
as that shouldn't be the case either way.
Imho this particular new implementation in Core is something that users
have to 'easily understand' but not 'easily create' does that difference
make sense @danieliser ?
