 Good catch, @littler.chicken!

 [attachment:43961.diff] should fix the issue. It also fixes the issue
 described in #43996.

 A few changes in [attachment:43961.diff] that I am not sure are ideal:

 - The pointer is no longer pulled over the tools menu item
 - The pointer is no longer positioned in the exact middle of the Tools and
 Settings menu items.

 The approach accounts for all RTL, screen size, and plugins adding menu
 item scenarios.
