 No, it's the opposite. You have to opt-in by checking the checkbox. If you
 don't opt-in the checkbox is not checked regardless of whether you post a
 comment or not :)

 If the users have per-existing cookies that they don't want, it would be
 best to clear them in the browser. All browsers have that functionality
 and it works a lot better and does a lot more than any website can offer.
