 After many attempts and deliberations this seems good for now, imho.

 - The "suggested content" is added as usual and does not include help
 texts. The sections without content have messages asking the user to look
 at the tutorial.
 - The tutorial is added at the bottom of the postbox. I know we talked
 about a link there, but we cannot use an external page (for now) as it
 will have to be translated in all languages. Perhaps having the folded
 tutorial at the bottom is an acceptable compromise? :)

 The 43473.4.patch also includes the changes from 43473.3.patch.
