 In 43473.2.patch:
 - Add the privacy policy tutorial at the top in the policy content postbox
 and make it blue.
 - Remove the tutorial notes from the suggested text leaving empty
 paragraphs where we don't have any suggestions.

 There is no copy button for the tutorial text :) but there are Read
 More/Read Less buttons.
