 Please keep in mind that we (probably) cannot link to any other place that
 wordpress.org. When a user clicks on a link, the linked site gets the
 referring site's "private information", IP address / domain name. This is
 pretty much the same as when WordPress checks for updated...

 I'm not sure how that is/will be handled under the GDPR, but for now seems
 that any user is "spreading" any site's "private info" by clicking on any
 external link.
