 I added ERASURE.3.md just now:

 @ericdaams - I fixed a 0 in the example response to make it false since
 we're going to do flags now instead of counts

 @mnelson4 - I removed that ZIP reference, clarified that user account
 deletion is separate, and copied those comments above into the doc as
 guidance to plugin devs that want to control how little or much an eraser
 takes.
