 Couple of things:
 1. Think we settled to use "privacy policy" as the default WP language is
 `en_US`. That can be translated to "notice" or other term when WP is
 translated for other locales, including `en_GB`, `en_CA`, `en_AU`, etc.

 2. This seems wrong:

 the European Union, you will need...

 These are general privacy tools and we suggest all websites to have a
 privacy policy, no matter where they are located. Furthermore who can
 guarantee when an EU resident may stumble on a website located in another
 region? :)
