 Instead of 0.0.0.0, it is helpful to retain the first octets of the IP
 address so you can still see where (geographically) your commenters are
 coming from without exposing their identify (which the full IP address
 could.)

 For IPV4, let's zero the last octet and for IPV6 the last ten.  If a site
 needs more than that, let's make the IP anonymization filterable
