 resource usage, outside of the security concerns, while the cache is being
 rebuilt.

 Well, the alternative is a mysteriously broken site (including white
 screens, if the wrong things change in a plugin), so I don't think any
 possible performance impact is salient (especially since it would only be
 temporary).
