 As far as I understand we are "exporting" private or identifiable user
 data, not dumping all rows from the comments table in the DB, see
 https://core.trac.wordpress.org/ticket/43438#comment:31.

 If we have to "export" all comments a user ever made, perhaps we should be
 using the WP exporter, no need of separate functions.
