 The export personal data flow steps are envisioned here:

 Although the flows are very similar, the results couldn't be any more
 different, so the ideal UI will make it easy to NOT accidentally work with
 the wrong flow.

 Lastly, the separate manage privacy policy page settings flow is already
 committed and can be seen on trunk today under Tools > Privacy
