 Files that originally has an Arabic name are 'not found' when the user
 visits their urls.
 I tried to upload two copies of a file, one has an English name (test
 file.docx) and the other has an Arabic name
 (تجربة ملف.docx).

 The permalink of the English file works normally and downloads the file,
 however the Arabic one shows the 'not found' template.

 That's because the Arabic filename deteriorates when it's stored and
 becomes different from the initial filename.
