Comment:

 @KathrynShantiAriel please consider WordPress is not responsible for the
 colors theme authors decide to implement for their themes. The only themes
 WordPress is responsible for, are the bundled ones: Twenty Seventeen,
 Twenty Sixteen, etc. and I'm pretty sure they all pass the WCAG
 requirements for color contrast.

 The text in the comment form in this page inherits the default which is a
 full black for me `#000000`. DOes the text is still light gray for you if
 you test using a different device? I suspect something in your device
 settings :)
