 As far as I see the plan to stay dot release compatible is:
 - "Take over" the privacy.php file, move existing content from there to
 freedoms.php and load it with a query arg. Tried couple of alternatives
 but that seems the simplest and works best (keeping the old content in
 privacy.php expands the Tools menu item).
 - Add any extra CSS to wp-admin/forms.css.
 - Add any JS to wp-admin/xfn.js. That file seems least used, and the
 existing content is all tied to HTML IDs so no chance for any breakage.

 Patch coming up.
