 Same issue, I was thinking to use a filter and block the update of next
 version of my plugin of the PHP version is lower then what I specify.
 So I will have like a LTS version for this users with a warning to upgrade
 PHP to get the updates.
 I hope that for 4.9.5 this support will be integrated together with
 ServeHappy to inform users about the upgrade of PHP.
