 I wanted to make this ticket separate from the others, as this will only
 be focusing on the ui/ux aspect of the new pages only so we can have a
 clean conversation without actual 'tools' + actions distractions.

 I took the liberty of creating a first pass using elements that already
 exist in the Admin area trying to have  a simple process of using Steps
 like menus etc.

 I will wait for #43435 , @allendav 's patch specifically as he's creating
 a new one to get in first and then I'll jump over that code to implement
 this so we can continue from there.
