 So thoughts on this. I think it would make sense for all plugins that get
 accepted in the WordPress.org repository to have mandatory privacy
 information, outlining what data they collect and how they use it. It
 would be something plugins must do in order to be accepted into the
 repository. Part of the review process for plugins could then be to check
 that the data collection being declared is correct.

 It seems to me that this should be part of the `readme.txt` file for a
 plugin. It could have a compulsory "Privacy Information" section included
 which is shown on the wordpress.org plugin repository page for the plugin.
 Additionally this information could then be pulled through onto the `Tools
 > Privacy` Information screen in the admin.

 A plugin guidelines page would probably be needed on wordpress.org
 somewhere to guide plugin developers on the information they would need to
 declare in their plugin readme.
