 Thanks for reopening the ticket.

 I confirm the issue can be reproduced on a fresh WP install and without
 any contributed theme/plugin activated.

 However, just curious to know about a use case where we can have a
 character like `%D7%99%D7%A6%D7%A8%D7%9F` in the URL.
