 I can reproduce this in 4.9.6 on several sites in Chrome and in Firefox.
 But I've found it only does it when the image links to something, whether
 it's the media itself or an external URL or whatever. The toolbar is
 pushing down the content rather than overlaying as it does in earlier
 versions of WP.
