 Notifications and messages from plugins or themes that are not dismissable
 are a really bad UX practice. I attached a screenshot of two examples, one
 from WPML and other from WooCommerce.

 WooCommerce will display a permanent 'Connect your Woocommerce with our
 site' message if you install one of their commercial plugins.

 WPML will display a permanent 'Something is wrong with your taxonomy sync'
 notice. WPML will also display a 'Please send us your usage data, so we
 can make this plugin better!' using a in_plugin_update_message hook and
 that message also won't go away.

 They all ignore DISABLE_NAG_NOTICES.

 This is terrible user experience. All these messages are annoying and
 WordPress should do more to enforce a better user experience. With the
 WPML plugin update message I am quite sure that it breaks GDPR compliance.
