 Can you give us some examples of use cases you have in mind, @garrett-
 eclipse? I am thinking this may be plugin land, but want to fully
 understand what you were thinking when you opened this before closing it
 out.

 The may also be a good opportunity to ensure the needed filter and action
 hooks are introduced in #43910.
