 I respectfully disagree with this. If user's don't have the capability of
 creating/editing/deleting posts then there's no need for them to see the
 callout because they can't actually do anything about it. To a person who
 can only edit a profile, it doesn't given them any useful information to
 act upon.

 If they happen to have their own sites that they manage then they'd see it
 over there. I honestly think it's a bad idea to add this confusion to the
 UI when it doesn't effect certain people.

 I'm strongly against having the callout shown to everyone.
