 As you've already found out, the Text editor is not a "real" HTML editor
 in the traditional sense, that's why it was renamed to "Text" in #20993
 (follow-up: #38061).

 If you need to preserve raw HTML tags, a plugin like
 [https://wordpress.org/plugins/raw-html/ Raw HTML] might be helpful.
