Fair enough, I guess it's too late to make last-minute changes here. We
can revert the revert :) and create a new ticket for removing the checkbox
and the option in a future release.
Introducing an option that's going to be removed doesn't seem ideal, but
probably won't make a huge difference if the checkbox is also going to be
removed.

Per comment:2, the cookie can be removed once #43857 gets in.
