 This ticket was discussed during yesterday's bug scrub, starting
 [[https://wordpress.slack.com/archives/C02RQBWTW/p1532355261000182|here]].

 The reason for punting was because of [comment:13 comment 13] and
 [comment:16 comment 16].  Those present during the bug scrub didn't feel
 well versed in the subject matter to make the call that we should ignore
 those comments.
