Comment:

 We discussed this ticket in design triage today. We question whether
 buttons should rely on animation for state. Animation should enhance a
 situation, however, text should likely be the primary indicator on a
 button. (But as stated previously, changing the text of the button incurs
 reflow issues.)  Maybe primary action buttons can use one same pattern to
 be consistent across the admin pages.
