Comment (by pento):

 [attachment:"41316.14.diff"] implements @kjellr's design, with
 @chanthaboune's wording changes.

[https://cloudup.com/cOYAYVvQzbS Here's a video of the Gutenberg and
Classic Editor flows], showing what happens when you install and activate
 each of them.

I've attached screenshots of the [attachment:"Desktop.3.png" Desktop],
 [attachment:"Tablet.2.png" Tablet], and [attachment:"Mobile.2.png" Mobile]
 variations of the design.

Things I haven't done, that've appear in this thread:

 - @kjellr's tablet/mobile designs from [comment:122] seem to be based on
the earlier designs, so I haven't tried to implement them. The responsive
CSS is currently super tiny, so there's no issue with deleting that and
 doing something completely different. 🙂
 - We're still using the old image in the first column. @kjellr, could you
upload a copy of the image you'd like to appear there? It can be static or
 animated.
 - I'm inclined to agree with @chanthaboune's comment that the third column
heading needs work, but nothing was jumping out at me, so I left it as is.
 - I haven't implemented the extra notice when the box is dismissed. I'm
wondering if a better option for a "second chance opt out" here would be
to implement it into the 5.0 upgrade flow, or when someone first visits
 the block editor after upgrading.

 > As already explained, callout image can not be hosted on third party
server, leaks user IP, browserinfo, website-url via referer

Yes, it can be hosted on s.w.org, for the same reason that #43631 was
 closed.
