 Thanks for your feedback, @ @felipeloureirosantos!

 I don't agree, however, that we should keep this as simple as possible.
 The current "admin notices" system is "as simple as possible", and I think
 we can agree that this is not satifying when coupled to a plethora of
 plugins and use cases.

 What I want to do is build a robust framework first, add a simplified
 interface on top and then build one specific use case (with tight scope)
 that uses these.

 We are dealing with a rather complex problem here. With time, simplistic
 solutions for complex problems tend to produce additional problems more
 than they solve the initial one.
