 @JoshuaWold Great! Also, I forgot to include my thoughts on the admin
 message. When a request to export a user's data is performed and no data
 is found, I think that showing a notice is a good idea. The "Download
 Personal Data" action link that appears on hover should also be hidden
 once it is determined there is no personal data. Let's open a new ticket
 for those improvements.
